Simplified Local Startup

How to upgrade from v2.2.0 to v2.3.0

1. Apply apolloconfigdb-v220-v230.sql to ApolloConfigDB
2. Deploy v2.3.0 executables with the following sequences:
   1. apollo-configservice
   2. apollo-adminservice
   3. apollo-portal
