Major changes:

1. Defaults to a modern approach, ditching backwards-compatible techniques. All IE-related code is out.
2. Removes 3rd party placeholders like Analytics and Modernizr.
3. Adds some basic CSS variables.
4. Very streamlined, still almost no opinions aside from "start with a blank slate”.
