Added the possibility to disable timestamps via the PrometheusAspNetCoreOptions. (#6600)

Breaking Change NuGet packages now use the Sigstore bundle format (.sigstore.json) for digital signatures instead of separate signature (.sig) and certificate (.pem) files.
