Support for GCS integration in --dependency-fetch-output-from-state
Adds support for fetching outputs directly from GCS buckets instead of using tofu output -json (similar to how it's already supported for S3).
This extends the dependency-fetch-output-from-state experiment.

Note that this functionality will not be supported (even experimentally) in the mainline release of Terragrunt until at least Terragrunt v1.0.1, when maintainers will allow the introduction of new experimental functionality.
