There are no major new features, but several fixes, most notably to 10 bit encoding and cost calculation for smp and amp blocks. Due to the fixes to amp cost calculation, amp is now enabled on veryslow preset.

--(no-)enable-logging to enable/disable logging of normal encoder perfomance into stderr, errors are still outputted to stderr.We now also have a VVC encoder called uvg266, which is available at github/uvg266. The majority of future development will go towards uvg266 but do not consider Kvazaar to be abandoned!
Kvazaar 2.1 has been released!
With this release, the license was changed from LGPL2.1 to 3-Clause BSD, allowing more liberties in using Kvazaar.
